Gibt das Guthaben einer Adresse bei einem bestimmten Block in Wei zurück.

- CU pro Aufruf: 10 CU
- Preis pro 1M Aufrufe (USD): $1.00

## Parameter

- **Typ**: `QUANTITY`
- **Beschreibung**: Kontoguthaben als hexadezimale Anzahl mit Präfix 0x in Wei.

## Hinweise

Das Guthaben hängt vom gewählten Block-Tag ab: pending spiegelt den ausstehenden Status wider.
